Definition The purpose of this position is to coordinate and perform a wide variety of administrative, clerical, and general office support functions to the Economic Development Division and to serve as staff support to three city boards. Position Status: This is a full-time, regular, non-exempt position. Work Schedule: The schedule for this position is M-F, 8am to 5pm.Note: Occasional evening meetings, up to twice per month, require attendance. Union Status: This position is covered by the provisions of an agreement between the City and OPEIU. Regular employees in this position are required to pay union dues. Functions * Serve as staff support to the Planning Commission, the Downtown Redevelopment Authority, and the City Center Redevelopment Authority and their respective subcommittees. Serve as back up staff support for Hearing Examiner hearings. Take and transcribe meeting minutes. Post public notices; compile and prepare agenda and supporting documents; obtain and disseminate supporting documents and coordinate deadlines for materials submission. * Provide administrative support to the economic development division manager and program managers. Support public outreach projects including disseminating information for mass mailings and email list serves, coordinating large copy orders, arranging meeting space and inviting attendees; order food and supplies. Maintain document files and monitor timelines for Vancouver Municipal Code changes and other contracts and agreements, and arrange for the recording of documents. Support internal work groups and projects and assist in the preparation of comprehensive reports and grants. Coordinate staff meetings and take minutes; coordinate meetings and provide information to developers, business owners, and property owners. Coordinate updates for web pages associated with the economic development division. Track personnel actions for the division, including performance evaluation dates, hiring of temporary employees, etc. Assist in scheduling applicant interviews and new employee start dates and orientation with Human Resources. * Provide accounting support to the economic development division including compiling annual budget requests. Coordinate and order supplies. Process travel requests and P-Card purchases in the Oracle system. Make arrangements for travel and meetings; research options for staff, make reservations and purchase tickets. Enter accounts payables in Oracle. Coordinate renewal of memberships and subscriptions. Serve as liaison with the departmental financial analyst on budget issues. * Perform related duties and responsibilities as required. Minimum Qualifications Education and Experience * Equivalent to a HS diploma/GED. College level course work in business administration or a related field is desirable. * Three (3) years of related administrative and/or clerical experience including public contact. Equivalent combinations of education and experience may be considered. Computer Skills * Proficiency using an automated financial system such as Oracle, preferred. * Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint. Knowledge * Business writing report preparation skills * English usage, spelling, grammar and punctuation * Advanced principles and procedures of record keeping and filing * Principles of mathematics * Modern office procedures, methods and computer equipment * Use of personal computers and basic software Abilities * Develop and compile information for a variety of reports * Review and monitor budgetary and financial information * Perform mathematical calculations quickly and accurately * Communicate clearly and concisely, both orally and in writing * Work independently in the absence of supervision * Take and transcribe minutes. * Independently prepare correspondence and memoranda. * Operate a personal computer and appropriate software * Work in a manner consistent with the City of Vancouver's Operating Principles * Work and act as a team player in all interactions with other City employees * Provide a high level of customer service at all times * Project and maintain a positive image with those contacted in the course of work * Develop and maintain collaborative and respectful working relationships with team members and others * Consistently provide quality service * Maintain regular and dependable attendance Supplemental Information This position is subject to successful completion of a pre-employment reference check.
