Description: The Home Health Operations Manager plans, directs, manages and oversees clinical service delivery and business performance to assure the provision of high quality care within our home health program, which meets all regulatory, accreditation, licensure and certification requirements and the goals and missions of the organization.

Essential Responsibilities:
- Directly and through subordinates, plans, organizes, directs, and controls the operation of assigned areas (e.g. general administration, patient care, professional services and/or a combination of these and other services). Contributes toward the overall development of programs and services to provide for the needs of members, physicians and staff. Provides strategic leadership to management to ensure equitable distribution of resources and delivery of high quality, cost effective healthcare and efficient management of staff in accordance with goals, objectives, policies, and applicable regulatory agency rules and regulations. Co-leads unit-based teams (UBTs). Ensures the UBTs continuously focus on identifying and implementing ways to meet/exceed quality, service, and access targets and implement regional initiatives.
- Responsible for the day-to-day operations by facilitating established department goals, implementation and monitoring of service, quality, utilization standards and regulatory requirements as well as appropriate policies, standards, practices, legal and regulatory requirements of the Health Plan Contract and government/accrediting agencies. Evaluates, plans and organizes service and/or care delivered by staff. Includes oversight and responsibility for department staffing, payroll, expenditures and budget. Partners with HH Quality Mgr by collecting, analyzing, trending and monitoring data and incorporating the data in the quality improvement plan. Collaborates with various internal and external partners.
- Responsible for hiring, performance management and terminations. Maintains personal and professional growth of self and others by participating in educational offerings and professional organizations. Provides constructive feedback and effectively manages conflict. Follows up on feedback and reports problems as well as positive comments. Maintains an environment which recognizes and values differences in staff, physicians, patients and communities. Routinely rounds on staff to communicate key messages and identify concerns and issues.
- Participates in community relations activities to enhance the image and reputation of the organization in local customer service areas. May represent the organization in activities involving leaders in business, government, labor, the community at large, Health Plan Members and healthcare providers in the area.

Basic Qualifications:
- Minimum three (3) years in home health management or equivalent manager experience
- Minimum three (3) years of progressive nursing leadership experience in the last five (5) years
- Minimum three (3) years of experience in critical care, oncology, chronic disease management, pain management or home health care
- Bachelor's degree in nursing OR four (4) years of experience in a directly related field.
- High School Diploma or General Education Development (GED) required.
License, Certification, Registration
- Current Oregon and Washington RN license required. License in state where assigned required upon hire/transfer, application for license in secondary state required within 2 weeks of hire/transfer and must be obtained within 6 months
- Valid state driver's license required upon hire/transfer
- Basic Life Support (BLS) for Healthcare Providers required within 60 days of hire/transfer

Additional Requirements:
- Thorough knowledge of OASIS dataset
- Thorough knowledge of Home Health Medicare Conditions of Participation, state licensure regulations, and Joint Commission accreditation standards
- Ability to effectively utilize computerized medical records
- Proficiency in the use of applicable computer software (e.g., MSWord, Excel, Outlook)
- Willingness to work in a Labor/Management Partnership environment

Preferred Qualifications:
- Minimum five (5) years of progressive nursing leadership experience in the last five (5) years
- Minimum three (3) years of Home Health Billing experience
- Minimum one (1) year of managerial experience within a managed care organization
- Minimum three (3) years of progressive supervisory/management experience in operations with a minimum of five (5) years in a Medicare-certified Home Health
- Home Health OASIS certification
- Certification of Hospice & Palliative Nurses (CHPN)
- Demonstrated ability to collaborate with other clinical departments to leverage best practices.
- Demonstrates customer-focused service skills
- Knowledge of continuous quality improvement principles
- Ability to collect, analyze, and report statistically meaningful quality and utilization data
- Working knowledge of quality, risk management, and infection control principles
- Excellent written and verbal communication skills; analytical problem- solving skills; well-developed project management skills; competent quantitative skills

- Master's degree (MSN, MBA, MPH).
