Position Overview:
This full:time contract position will provide technical support to the Program Implementation (EPI) team within the Pollution Prevention and Abatement (PP and A) organization (EP) of the Office of Environment, Fish and Wildlife (E). EPI provides scientific and technical support for PP and A program/project planning and implementation and oversees research and technological development initiatives in the pollution prevention and abatement field. EPI is also responsible for environmental permits, plans, and specifications for transmission system projects along with overseeing implementation of environmental clearances and requirements during the construction of new or upgrade of transmission facilities. This position will assist in the design work for complex projects, based on analysis of engineering and design requirements, project parameters, and technical information from engineers and technicians within Pollution Prevention and Abatement. This position is located in Portland, Oregon, and will involve infrequent travel to field locations.

Position Responsibilities include:
Note: all official drafts, documents, materials and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager and/or other federal personnel with the authority to do so.
Performs the required design work for complex projects, based on analysis of engineering and design requirements, project parameters, and technical information from engineers and technicians within Pollution Prevention and Abatement.
Adapts standard guides and designs to assigned projects.
Produces new designs, as needed, when standards do not cover the project situation.
Provides support in the development, upgrade, and application of design templates, standards, and guidelines, as appropriate.
Anticipates design problems that may arise and participates in the development, evaluation, and implementation of alternative solutions.
Completes and produces comprehensive final design packages for assigned projects, including final detailed design environmental drawings for spill response, vegetation management, storm:water projects, oil handling projects, permits, site development, secondary oil spill containment, geotechnical work, and road designs.
Makes extensive use of the Computer Aided Design System (CAD) and other computer methods and applications for design and design document production.
Coordinates, monitors, expedites and provides technical liaison for the design work within the agency. Solves production related technical problems encountered in the design process.
Performs a review of finished designs and records revisions to verify completeness, accuracy, and conformance to project requirements, design practices, standards, and quality objectives. Analyzes factors leading to errors in designs and makes recommendations for corrective action. Enters, edits, and maintains data files for environmental CAD drawings.
Validates that the data files are kept accurate and up:to:date, including Projectwise.
Coordinates design requirements, plans, and details with project team members and project stakeholders.
Provides technical guidance to engineers and technicians on design and assists in prioritizing work requiring CAD drawings and those in need of updating.
Translates AutoCAD drawings to MicroStation drawings.
Exports MicroStation drawings to other formats: dxf, AutoCAD, etc.
