Position Overview:
This full:time contract position will support the Transmission Services Civil Design (TELF) organization. This position will provide technical support to engineers, project managers and other technicians in the design of assigned civil engineering projects and verify conformance to all institutional regulations and our clients standards. This support includes preparing or revising engineering drawings and designs for transmission line access roads and substation capital improvements, and preparing design specifications for the construction or reconstruction of substations, access roads, bridges and culverts, and evaluating transmission line impairments and developing drawings and specifications for correction. This position will also assist other engineers in field investigations, special studies, estimating projects, construction inspection, and specification development as needed. This position is located in Vancouver, WA.

SPECIAL REQUIREMENT: This position requires confidentiality, professionalism and requires passing a higher level background investigation, for which the selected candidate must qualify to hold or continue to hold the position.

Position Responsibilities include:
Note: all official drafts, documents, materials and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager and/or other federal personnel with the authority to do so.
Provide technical support on civil site development to design engineers, project managers, and other technicians for manager approved projects. Gather civil infrastructure information in the field in the form of measurements and photos for various road, bridge, culvert, and site projects.
Design construction and reconstruction of single lane aggregate roads, including hydraulic and fish passage culvert and bridge design, specifically site study, permit sketches, size,
location/alignment, and performance requirements. Provide final design documents to manager for review and acceptance.
Develop retaining wall designs, for review and approval by manager.
Prepare design documents for the Joint Aquatic Resources Permit Application (JARPA)/permitting process.
Complete and produce comprehensive final design packages for the repair and construction of access roads and repairs to the civil infrastructure of substations. Provide final design packages to manager for review and acceptance.
Assess and evaluate transmission line impairments and develop drawings using MicroStation InRoads to provide profiles, cross sections, maps and survey staking data to assist management with adequately controlling the work required.
Verify that project specifications are in accordance with policy and regulations, and are technically correct for bridge and culvert reconstruction and site construction projects.
Maintain, update, and revise design and engineering records.
Maintain data quality and prepare and verify MicroStation civil infrastructure data models for energy delivery facilities.
Work with staff to develop, prepare, revise and distribute design drawings, engineering technical documents and databases to support civil design projects or other assigned work on various computer platforms including MicroStation CAD and Esri.
Update and maintain, as necessary, existing hard copy design drawings and convert existing hard copy drawings to electronic versions.
