Position Overview:
This full:time contract Engineering Technician 2 position will work within our clients Transmission Asset Management Oversight and Program Support (TPWE) organization. The Engineering Technician will provide cost estimates and other capital program support for our clients Capital expand and sustain engineering and construction projects. This support also includes coordinating process improvements, operational excellence efforts and facilitation coordination between engineering staff, project manager, program (asset) managers and various planning and engineering organizations. This position is located in Vancouver, WA.

Position Responsibilities include:
Note: all drafts, documents, materials and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager/ or other federal personnel with the authority to do so.
Develop estimates for Capital projects for high voltage substation, line, and communication and control projects for review and approval by staff.
Promote process improvement efforts by updating work flow processes within TPWE, meeting with TPWE staff to identify best practices and providing recommendations on development of process changes. Final process documents will be reviewed and approved by staff.
Work and coordinate with various design and/or planning engineers, project managers, commodity managers, environmental and land representatives to assist with facilitating a defined project scope and incorporating their input into estimates.
Travel to remote sites to attend scoping meetings and gather information necessary to compile project cost estimates.
Compile technical results in summary form such as tables, reports and graphics to support engineering staff.
Analyze actual versus estimated costs of projects, monitor market trends and update the estimating Catalog and typical estimates based on findings. Alert the manager of any concerns.
Provide recommendations and analysis regarding bids received for turnkey work to explain variances. Provide feedback to estimating for improvement of overall work and catalog updates.
As requested by the manager, develop and maintain databases related to engineering, scientific and administrative applications.
Prepare analytical reports associated with capital projects and associated work orders based on information from a number of sources and software programs.
At the request of the Manager, assist with the development and tracking of the capital Projects Process.
Support the SharePoint administrator on various TPW initiatives by providing data and documentation as needed.
Support team efforts to develop/validate data for the Transmission Asset Management plan/portfolio.
Assist in analyzing, researching and facilitating solutions to implement system enhancements to the Transmission Asset Portfolio Management (TAPM) tool.

Position Requirements:
Education/Experience:
Associates Degree in Engineering Technology, Construction Management, Business Administration or a related field is desirable. (Associates degree in applicable discipline may substitute for 2 years related experience : see below).
Bachelors Degree in Engineering, Construction Management, Business Administration or a related field is preferred. (Bachelors degree in applicable discipline may substitute for 4 years related experience : see below).
